Abstract

This study examined the effect of a Real-Time Corporate Governance System (RTCGS) on the organizational performance of State-Owned Enterprises (SOEs) in Zambia. Motivated by persistent inefficiencies, delayed reporting, and weak accountability in Zambian SOEs, the study conceptualized governance as a real-time information system integrating Real-Time Auditing (RTA), Real-Time Disclosure (RTD), Real-Time Accountability (RTACC), Real-Time Board Meetings (RTBM), and Real-Time Corporate Governance Barriers (RTCB) as direct predictor variables. Anchored in agency, stewardship, stakeholder, signaling, and cybernetic systems control theories, the study adopted a quantitative, cross-sectional design. Data were collected from 312 senior managers, internal auditors, and board-level officials across multiple SOEs and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings reveal that RTCGS exerts a strong positive and statistically significant effect on organizational performance (β = 0.696, p < 0.001), explaining a substantial proportion of performance variance. Among the individual mechanisms, RTD emerged as the strongest predictor (β = 0.432, p < 0.001), highlighting the central role of timely and credible information in enhancing efficiency and transparency. Conversely, RTBM showed a significant negative effect (β = –0.222, p < 0.001) when not supported by reliable real-time data and clear decision authority. RTA and RTACC demonstrated positive but marginal effects, indicating indirect or system-mediated pathways. The findings demonstrate that governance effectiveness in SOEs depends not merely on oversight frequency but on the integration and timeliness of governance mechanisms. The study contributes to governance theory by modeling RTCGS as a second-order construct and offers a practical blueprint for reforming SOE oversight in emerging economies.
