The Influence of Global and Regional Climate Policies on Solar Mini-grid Implementation in Ghana

Abstract
The present global energy transition’s fundamental goal is to minimise climate change by reducing energy-related CO2 emissions. The developed nations are the primary contributors to the development and implementation of climate change mitigation measures. Regardless, the implementations have proven to be slow for developing countries despite the availability of renewable energy sources and new technologies to utilise them. There is limited evidence on how the global climate policies on finance, including the African regional policies, have influenced the development of green energy projects in developing countries, particularly Ghana. The study aims to analyse the policies concerning climate change emanating from global and regional levels to determine their impact on the development of green energy projects, mainly solar mini-grids in Ghana. A qualitative approach was used through document analysis to analyse data from policy documents, energy-related reports and academic literature. Document analysis ensures easy accessibility and provides a firsthand understanding of policy processes. The paper found that one of the major challenges the recent COPS (26-29) faced was the lack of commitment to the financial pledges by the developed countries to the developing countries to fund clean energy initiatives. This has invariably contributed to the gap in solar mini-grid implementations, as Ghana has not benefited much from the green climate finance. The paper recommends that world leaders and policymakers commit to the climate green financing agreements and ensure smooth management and disbursement of funds to support developing countries in their clean energy projects.
